Since 1 October 2025, a new decree governs IVF and humanitarian surrogacy in Vietnam. It replaced the old Decree 10/2015. Older articles still quote that decree, which no longer applies.
Who can use IVF in Vietnam
Assisted reproduction is for infertile couples, couples with a medical indication and single women who wish to have a child.
Chỉ thực hiện kỹ thuật hỗ trợ sinh sản đối với các cặp vợ chồng vô sinh hoặc có chỉ định về y tế và phụ nữ độc thân có nguyện vọng.
Assisted reproduction is carried out only for infertile couples or couples with a medical indication, and for single women who wish to have a child.
Decree 207/2025/NĐ-CP, Điều 3 khoản 4

Couples
Infertility means one year of living together with sexual relations and no contraception, without a pregnancy. A woman or man with a disability or medical condition that lowers the ability to have children also counts as infertile.
Single women
A single woman is a woman with no marriage relationship under the law. A single woman receiving sperm needs eggs of good enough quality to conceive. She is the legal mother of the child.
Foreign women
The decree names foreigners in one rule. A donor-egg recipient may be a foreigner whose husband is Vietnamese or of Vietnamese origin. She must be the wife in a couple treated for infertility. Nothing else covers a foreign couple, so the hospital decides who it books.
Phone first, with your passports and past test results ready: IVFMD on 0901.313.717 or City International Hospital on 1900 8146.
Donated sperm, eggs and embryos
Sperm and embryo donation is anonymous between donor and recipient. Donated sperm, eggs and embryos serve one woman or one couple only. The donor does not become the child’s parent in law.
Surrogacy rules: the humanitarian kind
Commercial surrogacy is a prohibited act. It means carrying a pregnancy for another person to gain an economic or other benefit. Humanitarian surrogacy means a woman carries the pregnancy voluntarily, not for commercial purposes, for a couple whose wife cannot carry a pregnancy even with assisted reproduction.
Là người thân thích cùng hàng của bên vợ hoặc bên chồng nhờ mang thai hộ;
The surrogate must be a close relative of the same generation as the wife or the husband of the couple asking.
Law 52/2014/QH13, Điều 95 khoản 3 điểm a

The couple
- The couple needs confirmation from a competent medical organisation that the wife cannot conceive and give birth even with assisted reproduction.
- The couple must have no child together.
- Both sides must have had medical, legal and psychological counselling.
The surrogate
- She must be a same-generation relative of the wife or the husband. These are full siblings, half-siblings by the same father or the same mother, and cousins through a father’s or mother’s brother or sister.
- She must have given birth before and may act as a surrogate only once.
- She must be of a suitable age and have medical confirmation of her ability to act as a surrogate.
- If she is married, her husband must agree in writing.
Paperwork and the hospital
The surrogacy agreement must be in writing and notarised. The dossier you file with the hospital holds these papers:
- the couple’s application in the form set out in Appendix II to the decree;
- a confirmation from the commune People’s Committee where either side lives permanently, or papers of your own showing the family relationship;
- proof that the surrogate has given birth before: a birth certificate or Birth Notification of her child, or a commune confirmation;
- the surrogacy agreement.

A surrogacy hospital needs at least 2 years of IVF experience. In the latest 2 years before it applies, it must have done at least 500 IVF cycles a year. If the surrogate or the couple does not meet the health conditions, the hospital must answer in writing within 10 working days and state the reason.
The child is the joint child of the couple from the moment of birth. The decree guarantees privacy of personal and family life to the couple, the surrogate and the child. Register the birth under the birth registration guide.
What an IVF cycle involves and what it costs
An IVF facility must be a licensed hospital whose scope includes obstetrics and gynaecology. It must also be able to run reproductive endocrine tests and obstetric emergency procedures.
Plan the trip around three blocks. First comes stimulation, with injections and ultrasound checks at the centre, so you stay in the city. Then the embryos grow in the lab for 3 to 5 days. Then comes the transfer, and a blood test two weeks later.
The steps, as the My Duc fertility unit runs them:
- You have injections and ultrasound checks at the centre until the eggs are ready.
- Eggs and sperm are combined and cultured in the lab for 3 to 5 days.
- The embryo goes into the wife, and a blood test is possible two weeks later.

What one cycle costs
| Hospital | IVF cycle | Notes |
|---|---|---|
| My Duc fertility unit | VND 80,000,000 to 100,000,000 | More than 50% is ovarian stimulation drugs |
| Tam Anh General Hospital, 2B Pho Quang Street, Tan Son Hoa Ward | VND 75 million to 90 million | One IUI about VND 14 million |

Pay stage by stage at My Duc, with no fixed package. Tam Anh sells the drugs in its own pharmacy. Both figures are reference prices. Budget above the top of each range and ask for a written quote at the first visit.
The cost splits into three parts besides the drugs. Examination covers consultation, tests, ultrasound and the stimulation injections. Procedures cover egg retrieval and the embryo transfer. The laboratory part is making and culturing the embryos.
Bring your earlier test results. The My Duc fertility unit still uses them if they are within their validity period; ask which ones still count before you repeat any. Frozen transfers, donor sperm and surrogacy come on top of the cycle price, so ask for each line in writing. Check cover with your insurer before the first cycle; the health insurance guide explains how foreign policies work here.
