Ho Chi Minh City Address Format: New Wards, Old Districts

Write a Ho Chi Minh City address as house number, street, ward and city, because the district level stopped operating on 1 July 2025. The city now has 113 wards. Find your old ward in the ward resolution to get the new one, for example Ward 9 of District 3 is now Nhieu Loc Ward.

The city police licence office was announced at 252 Ly Chinh Thang, Ward 9, District 3 in March 2025. Google Maps now lists the same office at 252 Ly Chinh Thang, Nhieu Loc, Ho Chi Minh City. Ward 9 of District 3 is one of four old wards merged into Nhieu Loc Ward.

The pattern is house number, street, ward, city. The district level is gone, so no district goes into the address. Vietnam’s units now come in 2 levels: provinces and centrally run cities, then communes, wards and special zones. A ward is an urban unit and a commune a rural one.

Postal codes follow the wards. Nhieu Loc Ward has the national postal code 72422.

  1. Take the house number and street from your old address.
  2. Replace the old ward and district with the new ward.
  3. Add the city name and the postal code of the new ward.
  4. Keep the old district in brackets until the other side confirms the new ward.

Resolution 202/2025/QH15 merged Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province into a new city named Ho Chi Minh City. The new city started official operation from 1 July 2025.

The district level ended on the same day. The law on local government says so in one sentence.

Hội đồng nhân dân, các cơ quan thuộc Hội đồng nhân dân, Ủy ban nhân dân, … thuộc Ủy ban nhân dân huyện, quận, thành phố thuộc tỉnh, thành phố thuộc thành phố trực thuộc Trung ương, thị xã (sau đây gọi chung là cấp huyện) kết thúc hoạt động từ ngày 01 tháng 7 năm 2025.

The people’s councils, committees and offices of districts and of cities under a centrally run city (the district level) stopped operating from 1 July 2025.

Resolution 1685/NQ-UBTVQH15 then rearranged the city’s wards. After it the city has 168 commune-level units: 113 wards, 54 communes and 1 special zone. The new wards started operating from 1 July 2025, and the old ones kept working until then.

Five units were not rearranged: Thoi Hoa Ward and the communes of Long Son, Hoa Hiep, Binh Chau and Thanh An.

The resolution adds the district in brackets after a numbered ward, for example Ward 4 (District 3).

Districts not listed here, such as Tan Phu and Binh Tan, are in the same resolution. Look the ward up in the list, or use the Vietnam Post tool below.

Look up an old address

Vietnam Post built a lookup tool for converting administrative addresses at diachi.vnpost.vn. The tool keeps mail moving despite the change of boundaries.

The press has pointed out the risk: in newly formed or split wards a new address can coincide with, or mix up, several old and new addresses. Check the result against the resolution table above.

Postal codes

On 24 August 2025 the Ministry of Science and Technology issued Decision 2334/QĐ-BKHCN amending the national postal codes for wards, communes and equivalent units. People, businesses and organisations can look up the code of each locality at mabuuchinh.vn.

The tables above carry the codes for the areas expats use. They run to five digits, for example 71016 for Saigon Ward.

Alleys and house numbers

The Ministry of Construction’s house-numbering circular gives two terms. A ngo (kiet) is a path inside a residential cluster with at least one end opening onto a road or street. A ngach (hem) is a path with one end opening onto a ngo, not directly onto a road or street.

Houses on a street take odd numbers on the left and even numbers on the right. A new house between houses 20 and 22 takes 20A, 20B and so on, starting at A. The other option is a hyphen and a number, such as 20-1, 20-2 and 20-3.

A ngo with no name of its own is named after the number of the street-front house just before its head, the one with the smaller number.

What to write for Grab, delivery and paperwork

Write the new ward first. Add the old district in brackets for a delivery or ride, since mixed old and new addresses make a single location hard to identify.

For a hotel or serviced apartment, a foreigner temporarily residing must declare that residence through the person who runs the accommodation, to the ward police.
