AffordWhere compiles rents for five areas that it still labels by the old district names. It says its figures reflect official statistics compiled in January 2026. The address guide gives the new ward for each old name.

First-hand contracts come straight from the landlord or housing company. Second-hand contracts are sublets, and they usually cost more. Across the five areas a one-bedroom runs VND 9,000,000 to 27,000,000 a month and a two-bedroom VND 15,000,000 to 42,000,000, on second-hand rates.

Electricity and water

Household electricity has six tiers:

kWh in the month VND per kWh
0-50 1,984
51-100 2,050
101-200 2,380
201-300 2,998
301-400 3,350
401 and above 3,460

The tariff in the ministry decision excludes value-added tax.

What your landlord may charge

A landlord who charges more than the regulated price to a tenant buying electricity at the household retail price is fined VND 20,000,000 to 30,000,000. The landlord must refund the excess plus interest agreed in the lease.

The electricity seller signs one purchase contract per rental address. The landlord provides the seller with the tenant’s residence information.

For students and workers renting, a lease of 12 months or more with residence registration lets the landlord sign the contract directly. On a lease under 12 months where the landlord cannot declare the occupants, the whole meter is billed at tier 3, the 101-200 kWh price.

Water

SAWACO’s customer-care page names the city decision of 24 October 2019 on household water prices as the rule that sets them. It lists VND 6,700 per m3 up to 4 m3 per person per month. The price is VND 12,900 per m3 from 4 to 6 m3 and VND 14,400 above 6 m3.

These prices exclude 5% value-added tax and the drainage and wastewater-treatment fee. So a water bill is higher than the per-m3 price.

Internet and mobile

FPT’s price table for September 2026 lists Internet GIGA at VND 195,000 a month, with Wi-Fi 6 and 300 Mbps down and up for about 10-15 devices. Internet SKY is VND 195,000 with 1 Gbps down and 300 Mbps up for about 15-25 devices. The real price differs by installation area and by promotion.

Unlimited broadband of 60 Mbps or more averages VND 271,785.71 a month. A mobile plan with calls and 10GB or more averages VND 149,333.33.
