Pay electricity in the EVNHCMC app

The EVNHCMC app shows your bill, planned power-cut schedules, notifications and the e-invoice, the electronic tax invoice. Pay through SMS or mobile banking, internet banking, an e-wallet, an ATM, a bank collection mandate (a standing order) or the website. Scan the QR code printed on the bill with a partner wallet or bank app and you skip typing the details.

Auto-debit is the one to set up: in June 2026 9% of customers used it, and they avoid the billing date and a cut-off for a missed payment. Collection is 100% cashless, so there is no cash counter.

Without a Vietnamese bank account

Since December 2021 EVNHCMC takes Viettel Money, for Viettel customers whose SIM is registered in their own name with 3 months of use, with no bank account needed. It also added VNPT Pay for VinaPhone subscribers, with no bank account needed. See also QR payments for foreigners.

What a tenant should be billed

The household electricity tariff has six steps, in force since 10 May 2025 and still the table on EVNHCMC’s page in October 2026. A five-step table replaces it at the next average price adjustment.

Step kWh per month VND per kWh
1 0-50 1,984
2 51-100 2,050
3 101-200 2,380
4 201-300 2,998
5 301-400 3,350
6 401 and up 3,460

These prices leave out VAT. For workers and students renting a home, 4 people count as one household. If the landlord declares all users, 1 person is 1/4 of the quota.

A landlord whose tenant has no direct contract may not collect more than the monthly bill. Shared costs such as water pumping, corridor lights or cameras may be charged separately as a service fee, not inside the electricity price. Full rules: landlord electricity price.

Water is set by headcount from the personal ID number: 4 m3 per person a month at VND 6,700 per m3 within the quota, before 5% VAT. That price table runs from 1 January to 31 December 2026. The bill also adds a drainage and wastewater charge of 30% on the water price plus 8% VAT.

Scams: who collects your money

SAWACO sends no staff to collect money at homes and does not phone you with an unknown bank account to pay. Send money to the water company’s own bank account or pay at its transaction offices.

If a caller demands money, hang up and call 1900.999.997. Your landlord has a limit too: what he collects from you may not exceed the bill.
